Northern Lights Homesteads: Four-Peak Teton Views, Room to Breathe

Northern Lights Homesteads is a 17-lot subdivision east of Tetonia where every homesite commands a sweeping view of the Teton Range's four highest peaks. It's small on purpose, built on rolling agricultural ground near Spring Creek, with a community pond at its center and covenants written to keep it open, quiet and dark at night.

If you've been watching Teton Valley land and wondering where the next well-planned neighborhood would show up, this is one worth a close look. Here's what it's like, what you can build, and what the CC&Rs actually say.

Where it is

Northern Lights sits off W 7000 N in the Tetonia area of Teton County, Idaho, just over a mile from Highway 33. You get a secluded, end-of-the-road feel without a long gravel commute.

To find it from Driggs, head north. After the highway turns west at Hatch's Corner toward Tetonia, turn right onto N 2000 W. Turn right on W 6000 N, left on N 1750 W, then west onto W 7000 N. The Northern Lights Homesteads sign marks the entrance. Both entrances off 7000 North are landscaped and maintained by the HOA, and mail comes to a clustered mailbox.

The land and the pond

The heart of the neighborhood is a pond with a sandy beach. It doubles as the fire-control pond, and the HOA maintains it for recreation: swimming, paddleboarding, picnics, fishing and winter skating, under rules the Association sets.

The infrastructure is already in the ground:

  • Electricity and fiber-optic lines run along the interior roads, Solstice Circle and Eclipse Place.
  • Individual lot utilities go underground, so no overhead lines cut across the views.
  • Propane tanks must be buried, screened, enclosed or built into the home.
  • Snow removal and road maintenance are handled by the HOA.

Wells and septic systems are not yet installed on individual lots. Each owner puts those in when they build.

What you can build

Northern Lights is built for a main home plus one accessory building, in a mountain modern or rustic mountain modern style. Every plan goes through the Architectural Review Committee (ARC), which has 30 days to act on a submission.

A few design notes worth knowing up front:

  • Style: homes should be "architecturally significant" and rooted in Teton Valley's mountain heritage. Modern interpretations are welcome.
  • Materials: natural materials are preferred, and exterior colors stay in flat, subdued earth tones. Vinyl siding is not allowed.
  • Roofs: shake, slate, tile or approved metal. Any pitch works if it sheds snow well.
  • Not allowed: A-frames, tiny homes, prefab or mobile homes, and yurts. New construction only.
  • Combined buildings count as one: a greenhouse attached to a barn, or a guest suite above a garage, is a single accessory structure.

That one-year build window is tight for a custom mountain home. Line up your builder and plans before you break ground.

Views, dark skies and open ground

The covenants protect each owner's line of sight to the Tetons, and they define it precisely. A building or tree can't block an existing owner's direct view of the peaks above 9,000 feet, including Mt. Owen, the Grand, the Middle and the South Teton. The view is measured from the center of the main living room window, at 5 feet high. Building envelopes were laid out with that in mind.

The night sky gets the same care. Exterior lighting must be downward-directed, low-wattage and compliant with Teton County's Dark Sky Lighting Ordinance. Solar panels are allowed with ARC approval, integrated into a structure and placed to avoid glare on neighbors.

The agricultural character is written in, too. Until you build, your lot stays in agricultural use, and undeveloped ground afterward is kept as farmable land or leased for farming or grazing. That keeps fields green in summer, white and open in winter, and weeds in check. Fencing is allowed when you need it, with ARC approval and a wildlife-safe design. Idaho's Right to Farm Act is incorporated into the CC&Rs.

Horses, chickens and pets

Horses are welcome at Northern Lights, along with a handful of other animals kept for non-commercial use. Household pets are allowed too, as long as owners keep them from becoming a nuisance and clean up after them.

A barn or corral counts as your one accessory structure, so plan your guest home and horse setup together. A multipurpose building counts as one structure, so a barn with living space may be a way to get both, subject to ARC approval.

Short-term rentals, HOA dues and governance

Short-term rentals are allowed at Northern Lights, a real plus if you plan to be here part-time. Owners who rent for stays under 30 days agree to a few conditions:

  • Follow Teton County, Idaho state and Association rules for rentals.
  • Carry insurance naming the subdivision as additionally insured.
  • Reimburse the HOA for any renter damage to common areas or extra trash costs.
  • Limit renters to 2 vehicles and 1 boat or RV, with no parking on subdivision roads.
  • Stay in good standing, since rental rights can be suspended for non-compliance.

Annual HOA dues are listed at $950. They cover snow removal, road maintenance, the fire pond, the entrance landscaping and signage, perimeter fence upkeep, common weed control, HOA insurance and bookkeeping.

The developer, Alpenglow Development, LLC, runs the Association and the ARC during the Declarant Control Period. Control passes to owners when 75% of lots have sold, after 10 years, or sooner at the developer's choice. After 75% of lots sell, a majority of owners can amend the covenants. Lots cannot be further subdivided.

Well, septic and water rights

Septic design is the one topic every Northern Lights buyer should study before sketching floor plans. To protect Spring Creek and the groundwater, each lot has a maximum daily septic flow tied to how clean the system's effluent is. That flow, in turn, caps the number of bedrooms.

The limits come from Table 8.1 of the subdivision's Nutrient-Pathogen Evaluation, a condition of the county's plat approval. With a standard system, some lots top out at 4 or 5 bedrooms. An advanced treatment system can raise that to 30 or more.

Limits differ by lot, so check the table for the lot you're considering. Systems should avoid shallow fractured basalt where possible, and Eastern Idaho Public Health approves the final design.

On water: each home needs its own well, installed at the owner's expense. Buying a lot does not come with irrigation water rights, and owners follow Idaho's irrigation and drainage statutes.
