Short-Term Rentals in Teton Valley, Idaho: What Owners and Investors Need to Know in 2026

Teton Valley, Idaho has become one of the more active short-term rental (STR) markets in the Rocky Mountain West. Between Grand Targhee Resort, easy access to Grand Teton and Yellowstone National Parks, and a small-town feel that draws both skiers and summer adventurers, Driggs, Victor, and the surrounding valley have seen steady growth in vacation rental activity, and a major shift in how that activity gets regulated.

The Market by the Numbers

Teton Valley's STR footprint has grown substantially since the pandemic. A 2020 study counted over 800 vacation rentals operating across Teton County, Idaho, and by early 2026 Driggs alone had roughly 140 permitted rentals within city limits, with hundreds more across the broader valley.

Recent data paints a picture of a healthy, seasonal market:

  • Driggs: Around 500+ active listings, with occupancy estimates ranging from roughly 44% to 58% depending on the data source, an average daily rate in the $330 to $360 range, and average annual revenue reported between roughly $39,500 and $46,500. AirDNA has pegged Driggs occupancy at 46% to 57%, well above Idaho's statewide average, with year-over-year growth in both demand and revenue.

  • Victor: Similar performance, with occupancy in the high 40% to 59% range, an average daily rate near $360, and average annual revenue around $41,000.

  • Regional comparison: Nearby Teton Village, Wyoming, posts far higher average revenue (over $100,000 annually) but at a similar occupancy rate, a reflection of the price premium across the border in Jackson Hole.

Larger homes command a real premium. Properties with five or more bedrooms in the Driggs market have been reported to generate over $81,000 a year, and self check-in along with remote-work amenities like dedicated workspace have become common features as hosts chase longer, more flexible bookings. The average guest books a Teton Valley stay roughly 70 to 77 days in advance, a lead time typical of destination markets rather than last-minute drive-to getaways.

A Major Regulatory Shift in 2026

The biggest development in Teton Valley's STR market this year isn't a pricing trend, it's a change in state law.

Since 2017, Idaho Code 67-6539 has let cities and counties regulate STRs for health and safety while barring outright bans. Driggs built its own rules on that foundation: an annual STR permit ($80 initial fee, $50 renewal), mandatory building safety inspections, a local representative requirement within 30 minutes, an 8% local lodging tax, and a one-permit-per-property cap. Victor added a similar 3% local lodging tax.

House Bill 583, signed March 16, 2026 and effective July 1, 2026, changes that. It's one of the most sweeping state-level STR preemption laws in the country, and it narrows what Driggs, Victor, and Teton County can require:

  • Cities and counties can no longer require a license, fee, permit, certification, or registration to operate an STR.

  • STRs are now classified as "nontransient residential use," subject to the same zoning, building, noise, parking, nuisance, curfew, and traffic rules as any other home, but can't be singled out for extra restrictions.

  • A narrow set of safety requirements is still allowed, including removable escape ladders for upper-floor sleeping areas with windows and guest handouts covering exits, fire extinguishers, first aid kits, and emergency contacts.

  • Lodging taxes are unaffected. Stays of 30 days or less remain subject to Idaho's 6% sales tax, 2% Travel and Convention Tax, and applicable local lodging taxes, with platforms like Airbnb and Vrbo required to register with the Idaho State Tax Commission and collect and remit those taxes.

Driggs is expected to repeal its STR permit ordinance and drop its one-permit-per-property cap. Some lawmakers have signaled the issue could return to the Legislature, so this is the current rule set, not necessarily the permanent one. Tetonia, with little STR activity within city limits, has few local rules to unwind.

Why Buyers and Investors Are Interested

A few things keep pulling attention toward Teton Valley as an STR market:

  • Four-season demand. Grand Targhee drives winter bookings, while hiking, biking, and proximity to two national parks keep summer occupancy strong, which smooths out the kind of single-season dependence that hurts a lot of mountain-town rental markets.

  • Price relative to Jackson Hole. Home values and nightly rates in Driggs and Victor remain meaningfully lower than across Teton Pass in Wyoming, even as revenue potential stays strong.

  • Room for larger groups. A large share of Teton Valley listings are configured for eight or more guests, and bigger homes are earning outsized revenue, so buyers targeting family and group travel have a clear lane.

  • Regulatory clarity, at least for now. With HB 583 removing local permitting requirements, the compliance burden for new STR owners in Driggs and Victor is set to look very different, and generally lighter, after July 1, 2026, than it has in past years.

Buyers who were previously deterred by permit caps, inspection requirements, or the uncertainty of local ordinances now have a clearer, more consistent set of rules to work with statewide, while lodging tax obligations stay firmly in place.
